Recordings rights cover the use of a specific sound recording (the master). They include reproduction, distribution, public performance (limited in the U.S. for terrestrial radio), and digital performance — which IS compensated via SoundExchange in the United States.
U.S. terrestrial radio does NOT pay performance royalties to master owners (unique to the U.S.).
Non-interactive digital services (Pandora, SiriusXM) pay statutory royalties collected by SoundExchange.
Interactive streaming pays master owners via direct deals with each DSP.
